The requirement for testing is outlined in SO-P-NOP-02 MISO Market Resource Operations, section 2.2.4 Resource Testing:

  1. Market Participants (MPs) shall request approval from MISO G&I Operator at least 30 minutes prior to the start of the test to allow the MISO Reliability Coordinator (RC) to perform reliability assessment for system impact.
  2. No test tag is needed for testing a unit. A call to the G&I desk and operations approval are the only things needed.
  3. While MISO attempts to allow testing of all commissioning units, our ultimate responsibility is still on system reliability. With that in mind, when certain conditions are met, the testing of unit can negatively impact reliability due to it adding additional impact on existing constraints. In these scenarios, testing units are the first to be curtailed.

This applies to all testing resources, whether declared COD or not.
