Inter-Control Center Communications (ICCP) is essential for delivering the real-time operational data that supports MISO’s reliability functions, market operations, and NERC compliance. ICCP must be established or updated in the following situations: 

• Before energizing any new equipment or resource 
• For all market resources with a rating of 5 MW or greater 
• For all tie lines and Balancing Authority (BA) interactions 
• Whenever modeling or telemetry updates occur 
• When participating in dispatch, regulation, reserves, or real-time settlements 

 
Below is a set of scenarios where ICCP is required:  
 
1. Participation in MISO Markets 

All market resources 5 MW or greater must provide ICCP telemetry as part of their real-time market participation. Required data includes MW/MVar output, breaker status, control mode, and other measurements defined in BPM-031 Sections 2.3 and 2.4. 

2. Commissioning New Equipment 

For any new or modified transmission or generation facility: 

  • Physical network model modifications must be submitted 6 months before energization. 

  • ICCP measurements associated with the equipment must be submitted 1 month before energization/test energy. 

  • Failure to provide the required telemetry may delay energization.  

MISO may keep new equipment out of service if ICCP data is not submitted by required deadlines. 

3. TieLine Modeling and ACE Requirements 

ICCP is required for: 

  • Primary MW (TMW) measurements from internal LBAs 

  • Secondary MW (TMW1) measurements from Tier 1 BAs 

  • MWh accumulators and switching device statuses 

These are mandatory to meet NERC BAL005-1 requirements for ACE calculation. 

4. Network Model and SCADA Mapping 

ICCP data must exist before SCADA holders can be created in the MISO Model Manager. MISO requires telemetry for all equipment modeled in the Network Model, including generators, loads, transformers, breakers, and tielines. 
 

5. Resource Types Requiring ICCP 

The following resource types require ICCP to operate correctly within MISO systems: 

  • Generation Resources (all ≥5 MW) 

  • DRR Type II (must support setpoint following) 

  • Electric Storage Resources (ESRs) 

  • External Asynchronous Resources (EARs) 

  • Pseudo-tied generation and loads 
     

6. Maintaining Model Accuracy 

Any ICCP additions, deletions, or modifications must be submitted through MISO Model Manager when: 

  • A new resource or load is created 

  • A resource is reconfigured, relocated, or retired 

  • A pseudo-tie or dynamic schedule is implemented 

  • SCADA/telemetry mappings change
