Contract

  • Include a contract valid for all seasons in which the resource is registered as well as opting into the planning year it is being registered for.
  • The contract or supporting documentation confirmed by the customer details how the resource will achieve its demand reduction including response time.
  • The contract or supporting documentation confirmed by the customer specify the amount of MWs the end use customer agrees to provide OR specifying a Firm Service Level the end-use customer agrees to curtail load to.

Supplemental Documentation

  • Include a detailed description of how the MP intends to carry out the load reduction program included.
  • Confirm the seasonal capability equal to or less than the seasonal Peak load minus the FSL (where FSL is applicable).
  • Documentation that the DR load reduction is not exclusively accomplished and dependent on the dispatch of a BTMG owned or operated by a wholesale or retail customer.
  • Ensure an LMR can deploy the minimum number of seasonal deployments in the seasons in which they are registered. (5 in the Summer and Winter, 3 in the Fall and Spring)

Testing

  • Meter data covers at least the entire day of the test.
  • Confirm the test was performed within the registered notification time.
  • Confirm the test demonstrates between 50% to 100% of seasonal capability.

If the test is less than 100%

  • Provide documentation describing why the test could not show more performance.
  • Documentation provides a detailed description/methodology on how they determined what the true performance was what was entered in the seasonal capability.
  • Include meter data for 10 days around the MISO seasonal Coincident Peak with the MISO Seasonal Peak as a midpoint for every season in which the LMR is registering provided.
  • if the test is less than 80% include an attestation from an officer.

Test for a Firm Service Level (FSL) resource

  • The test shows a reduction to the FSL.
  • Verify that the measured test performance does not include values below the FSL.

Un-Tested LMR-DR - If the DR ops not to demonstrate Demand reduction capability one of the following options may be used

  • Include the contract that demonstrates the entity can waive its test because it has a retail contract explicitly states the resource does not need to test.
  • If the testing waiver is not specified in the state documentation, include documentation demonstrating that the resource is on a retail contract and has posted credit.

Third Party Audit

  • Documentation from a third-party auditor that is unaffiliated with the MP provided that documents the DR’s ability to reduce to the targeted Demand reduction or firm service level.

Mock Test

  • Documentation which details a mock execution or drill of implementing the DR.
  • Include historical meter data for 10 days around the MISO seasonal Coincident Peak with the MISO Seasonal Peak as a midpoint for every season in which the LMR is registering provided.
  • ARC only: please include three years of MISO seasonal Peak data.
  • ARC only: If only one or two years of load data is available, please explain why three years could not be included.
Note: MISO may request additional or clarifying information to validate the information provided.
MISO reserves the right to clarify requirements which may require new templates and therefore these templates are subject to change by MISO to align with the Tariff or FERC Orders, etc.
