Will MISO be providing an updated version of the Generation Interconnection Business Practices Manual BPM-015?
MISO is updating BPM-015. The updated version will be presented at the PAC and will be posted before the Application Deadline.
Timeline
When is MISO accepting submissions in the GIA portal?
The Portal opens Monday, March 18, 2024, at 9:00am ET. The DPP-2023-Cycle application deadline is Thursday, April 18, 2024, at 5:00pm ET.
Will the portal be left open after the 2023 cycle deadline?
Yes.
Is there any advantage of submitting an interconnection request on the first day the Portal opens?
No, there are no advantages to submitting an Interconnection Request early for the DPP-2023-Cycle.
After an application is submitted, when will MISO conduct its review?
Regarding the 2023 study cycle, MISO will conduct the application review within 15 business days of application and deposit submittal.
Assuming the complete interconnection application package, site control, deposits and milestone payments are made, how long after will the project receive a queue position?
Please reference the Generator Interconnection Process Flow Diagram on side 7 of the Queue Process Workshop presentation.
If a PSCAD model is required, when will we be notified and when will it need to be submitted?
All inverter-based resources are required to submit a PSCAD model. During the Phase 1 kick-off meeting for each DPP cycle, MISO will provide a list of projects which must submit a PSCAD model and the deadline by which MISO must receive the submission. PSCAD models may be uploaded via the application portal. Please see BPM-015, section 5.2.3.1 for PSCAD requirements.

How can I access the portal?

Note: If you experience issues when attempting to login, please make sure you are using your MISO public website account username and password for the GI Portal login. If you are still unable to login after confirming you are using the correct username and password, please create a case in the Help Center. When creating your case, take a screenshot of the error message you receive and include it as an attachment to your case.
Is an application checklist available?
The application checklist on the MISO public website can still be used when drafting interconnection applications. Additionally, it is advised that Interconnection Customers utilize the training and queue workshop recording available in the Learning Center and the GI section of the public website to help advise you regarding submitting a valid interconnection request.
What version of the Attachment X Appendix 1 form should be used?
The online application tool will automatically create an Appendix 1 when the project is validated and placed in the DPP queue.
To add batteries to an existing project, would MISO recommend surplus interconnection services or a new queue position? Does surplus prohibit grid charging?
If the storage has not additional injection to an existing request, it sounds like you are asking for a 0 MW request. This is a situation where the primary fuel will cap any injection and the BESS is only supplementing the primary fuel. If you are planning on the BESS to be a 0 MW Net at the POI (coupled with your primary fuel), you should use the Surplus process to add any storage to that project once Decision Point II is over for that primary fuel project. MISO believes the best way to submit and study your 0 MW net injection requests is to submit these as Surplus Interconnection requests at the conclusion of the associated Decision Point IIs. This is specifically one of the reasons changes were made to Attachment X tariff in 2022 to the Surplus process so that they could be studied properly.
Can corresponding steady state and dynamic models be submitted in PSS/e version 34 or is only PSS/e version 35 accepted?
MISO prefers V35; but V34 is acceptable.
For NRIS only requests, are all technical fields required, or can some fields be skipped? If the request is for an existing unit, does section A, B, and C still need to be filled out?
Complete submission is required.
How exactly does MISO define station service load for the purpose of interconnection application? Is this peak plant import from the grid (most likely during startup for a synchronous plant)? Or does it mean peak station load at any time (i.e., when plant is online with net power export)?
MISO defines station service load for the purpose of interconnection application as the peak station load at any time. This is the information that should be included in the application.
The Interconnection Application asks for 'Transmission Line Names.' The ITC METC 'Transferred Transmission Facilities' spreadsheets on the MISO website have blank columns for Transmission Line Names. Can a description of the transmission line location be entered in this field instead of a name?
Interconnection Customers should use the end points of the Transmission Line.
Who is required to update the Attachments to Appendix 1 (i.e., Attachments B, C, and E) with application specifics (project J-number, effective date, etc.) and when does it occur in the process? Does MISO route the Attachments for signature via DocuSign or equivalent tool?
Please refer to the GI training available in the Learning Center for details. Attachment Bs are not updated. Attachment Cs (Appendix A to Attachment C) are updated.
What qualifies as an “Existing Generating Facility”?
Those in place relating to an existing GIA.
What defines the “Installed Generating Capacity”?
This is essentially your Pmax.
For LRTP Tranche 1 ICs applications, does the final commercial operation date year of the study used for DPP 2023 need to be by 12/31/2028?
Yes, the modeling only goes out to 2028 (for DPP 2023 projects).
What is MISO's recommendation if a vendor provides refined PSSE models after initial IR submittal? Can models be updated before DPP 1 starts? What about after DPP 1 before beginning of DPP 2?
Before kick-off yes, but afterwards must be submitted as a material modification.
Payments and Withdrawals
Does MISO still intend to leave the application tool open after the 2023-DPP window closes? If so, which deposits and milestone payments are due at application in order to hold a place in the future 2024 study cycle?
Yes, MISO intends to leave the application tool open after the DPP-2023-Cycle window closes. The same process is required. D1, D2, and M2 payments must be met before a J number is assigned.
Regarding bank information for payments, can the bank account company be different from the applicant company?
Yes, but the Applicant must submit an Operating Agreement between the Applicant and the Entity providing and or receiving funds on behalf of the Applicant.
Are the site control acreage and Milestone 2 payment requirements calculated based on 'Max Net MW' or based on 'Max Gross Output'?
Max Gross Output.
If the project is not able to demonstrate site control for the Gen-Tie, Does the $80k/mile have to be paid as a separate concept from M2?
Yes.
Will MISO still be providing a preliminary analysis and option for withdrawal before the DPP study begins?
Yes. Please reference the GI Process training in the Learning Center for additional details.
Is there a provision where the automatic withdrawal penalty can be refunded at all?
Yes, refunds are applicable due to errors or in cases where certain criteria have been met. See Tariff section 7.6.2.4. Only two scenarios are applicable.
Do the new withdrawal penalties that were adopted by FERC only apply to DPP 2023 and subsequent clusters, i.e., will not apply to DPP-2022 or earlier?
Correct, the new withdrawal penalties that were adopted by FERC will only apply to the DPP-2023-Cycle and subsequent clusters.
POI and Site Control
What should I select in the application if my POI isn’t listed?
If you are unable to find the substation in the existing TTF listing, please use the "Other" option in the POI section of the online application tool and note the POI and what related MTEP Appendix A project number it is related to.
How will MISO determine the Interconnection Facilities’ mileage between numerous land parcels containing Generating Facilities and the POI?
MISO will determine the Interconnection Facilities’ mileage between numerous land parcels containing Generating Facilities and the POI via the location of their collector’s substation.
Are collector systems included in "Interconnection Facilities" for which 50% Site Control is required at application?

Will MISO post site control criteria of the gen-tie line?

BPM-015 requires Interconnection Customers to meet minimum acreage requirement (by fuel type) and also submit site control documents and site plan (PDF & KMZ). If the site plan shows parcels without site control but minimum acreage requirement can still be met, will the project fail the site control review #1? If so, can the IC submit corrections before an application is deemed withdrawn? Do the impacts differ according to what facility assets are shown on parcels without site control (i.e. solar panels vs. collector lines vs. collector substation)?
The project will not fail site control #1. The IC has the opportunity to submit corrections before an application is deemed withdrawn. There are no impacts that differ according to what facility assets are shown on parcels without site control. See posted Whitepaper. Legal rights for all parcels are required. Legal documents are a key component.
If a project submits two interconnection requests that share a common substation and gen-tie to POI, does only one of the projects need to submit the gen-tie site control documents or "in lieu" deposit?
Both projects should provide the same site control documentation along with the Shared Facilities Consent Agreement (SFCA).
If the project site control (parcel) is directly adjacent to the POI substation, is the 50% site control to POI relevant?

Are there any specific requirements of the suitability letter (other than stating there is sufficient land for the proposed project) including does it need to be signed and stamped by a PE?
It does not need to be stamped by a PE. Please refer to the Site Control submission checklist for more detailed instructions regarding what is needed
Queue Reform
How is MISO DPP 2023 aligned with PJM's queue reform for affected system impact?
For MISO DPP 2023 queue cycle, the MISO-PJM JOA will drive the Affected System study processes for MISO and PJM. MISO continues to work with PJM to update the JOA accordingly, as PJM queue reform begins to be implemented.
How will MISO solicit stakeholder feedback regarding an upcoming "re-filing" of a queue cap?
MISO will follow the IPWG Stakeholder Process.
Deliverability Analysis
Does MISO differentiate fuel type when performing NRIS deliverability analysis?
All units under study are dispatched to their full NRIS request amount, regardless of fuel type, per section 6.1.1.1.9 of MISO’s BPM-015.
Screening Study
Will cluster participants be notified when the screening analysis is published?
All active interconnection requests will receive notification when the screening study is posted on the MISO Extranet.
